Local time not being applied correctly with Video Date Hour tag

I want to use "New Name" batch method to rename my video files in accordance with video date and time tag. But when I do that, new filenames are set to change in GMT time, not local time.

For example, let's say I have a video file called "1.mp4", that is recorded at 11:00:00 AM (GMT+9) on September 1st , 2023
I want to rename this "1.mp4" file using following video tags: VID_<Video Date Year><Video Date Month><Video Date Day>_<Video Date Hour><Video Date Min><Video Date Sec>.

"1.mp4" file should be named as "VID_20230901_110000.mp4" (GMT+9, my local time).
However, the new filename I actually get is "VID_20230901_020000.mp4" (GMT).

I am currently using the latest version of the Adanced Renamer, v3.92 on Windows 10 (22H2). And I am not sure, but I remember that the same error IS NOT occurring on Windows 11 (22H2). So this may be an isolated issue on Windows 10.

Can anyone confirm if this is an isolated case that just happens to me? Or is it actually a bug?

Oh. BTW, the image tags are working perfectly fine tho.
